During a Tuesday meeting, Loretta Miller questioned Seneca County commissioners about a letter that stated East Tower does not meet code.
The letter, included in the East Tower study, was from GOP Limited Structural Engineers.
Commissioner Mike Kerschner said an environmental study must be completed that would answer questions on whether the building meets code.
Miller also voiced concerns about changes to the building's facade, including demolition of stairs to place a ground level entrance.
Kerschner also said questions about accessibility and structural integrity would be asked during a meeting Thursday with Tiffin City Council members to discuss a joint justice center.
Representatives from Burgess and Niple, which conducted a feasibility study on the joint justice center, and representatives from Gossman Group, which completed the East Tower study, are to attend to answer questions.
