Q&A with Andrew Kalnow
Q: When will the study related to the East Tower be completed and released, and will it answer the questions concerning the East Tower?
A: Those are multiple questions:
1) a. The study of the East Tower was commissioned by the SIEDC. I believe the study will be forthcoming rather soon (the next few weeks), but the people at SIEDC would be better able to answer that.
1) b. I suspect that some but not all questions will be answered by the study (which is typically the case, and is the case with the NCOR-cogs study). The information and recommendations in studies typically need to be further analyzed and discussed in the appropriate context of issues and goals.
2) a. My guess is that the study will be conclusive with regard to the more factual questions regarding structural soundness (yes, very sound) and feasibility as a joint justice center meeting the facility and safety needs outlined in the NCOR-cogs study (yes, various design footprints are feasible in an expanded East Tower facility with a major but integrated addition).
2) b. But, I believe it will be inconclusive with regard to the issues surrounding cost.
